After the development version is built, I use: EAS submit -p IOS
The command was submitted to the store and waited for follow-up. I received an email from Apple:
Invalid Swift Support - The SwiftSupport folder is missing. Rebuild your app using the current public (GM) version of Xcode and resubmit it.
Did anyone encounter it? I used “Expo”: “~45.0.0”

As implied by the thread that notbrent pointed to, you can’t submit a development/preview build to the App Store. Instead, you’ll have to distribute it as described in the following page:
