Can EAS Build and EAS Submit be used without EAS Update?

I’m currently looking at whether Expo is the right option for my project and I have noticed that the pricing for OTA updates can get quite aggressive with larger numbers of users.
Is it possible to use EAS to build and submit updates to the app stores, but without using instant updates?

Yes, you can. I’m using eas build + submit with classic update (the expo publish command) to deliver OTA updates just like eas update does, free of charge and no MAU limit afaik
