Local Schedule Notification not working when App is closed

I made an example with a local scheduling notification triggered in 20s
Foreground: WORK
Background: WORK
Closed: DON’T WORK

Is this the intended behaviour ?
If so, how can I notice the user everyday when the app is closed ?
