Constants: ExpoRuntimeVersion returns app.json version but not app.config.js

We dynamically overwrite our runtimeVersion via app.config.js so the expected outcome would be to see that number as the NativeConstants.expoRuntimeVersion value. Instead we see the fallback value from the app.json.
