I need to build my React Native project, but for android 9.0. How do I build in expo for version SDK 41 Android 9.0?

Expo SDK 41 is pretty old now. Also, the Google Play store will probably reject your app if you try to submit it.
Why do you specifically want to use Expo SDK 41? Later versions of the Expo SDK (e.g. Expo SDK 48) should work on Android 9.
