Background task execution in foreground

Please provide the following:

  1. SDK Version: Latest
  2. Platforms(Android/iOS/web/all): all
  3. Add the appropriate “Tag” based on what Expo library you have a question on.

I would like to know if background tasks can be triggered when the app if foreground ?
Also bonus question, is it possible to use Filesystem.uploadAsync API in a background task ?
