READ_EXTERNAL_STORAGE in blockedPermission, still the app is picking up

Please provide the following:

  1. SDK Version: 48
  2. Platforms(Android/iOS/web/all): Android

My Application Doesn’t required READ_EXTERNAL_STORAGE, so I put this permission in blocked

But still, the application ends up accessing the permission

Since this permission is a violation of google Policy we are facing the issue of getting it approved, what could be the round-around solution for this?
