Push notifications questions

I have a few pushnoficiation questions and could not find the answers by searching

  1. Is the token specific to the device or user
    Asking this becaused I keep getting the same token from getExpoPushTokenAsync() even if I pass different users ids.
  2. Are tokens different for iOS and Android?
  3. What happens if a user is logged into both iOS and Android version of the App
    Will both devices get notifications
