About Push notification REST API.

I want to know this message object’s “to” parameter.
“to” parameter can be string and array of string.

Is there a limit of how many string in this “to” parameter?

We can know this API’s message count limit (100 messages) from this URL.

But I cannot know that how many “to” tokens one message can have.
