Uncaught error:packager is not running at http://

Please provide the following:

  1. SDK Version: “expo”: “^33.0.0”,
  2. Platforms(Android/iOS/web/all): Android and IOS in React nati9ve
  3. Node version: v12.14.0
  4. npm version: 6.13.4
  5. “react-native”: “https://github.com/expo/react-native/archive/sdk-40.0.0.tar.gz”,
  6. OS windows 10
    7.expo-cli 4.0.13
    HI, Am not able to run my project when ever i try to run my project with expo start -c then Starting Metro Bundler Your JavaScript transform cache is empty, rebuilding (this may take a minute). Your native app is running at exp9c305c55e38f4d0e856f59397620314e://192.168.0.103:19000 metro bundler is started and My laptop and android emulator both are connected with same wifi , i totally switched off firewall and tried with port allow inbound on firewall. IP address is same as environment IP and IPv4. Developement URl is also same as exp9c305c55e38f4d0e856f59397620314e://192.168.0.103:19000 but when project launched its shows Uncaught error:packager is not running at http:// or Timeout exception or connected with different port 80,19001 etc.. if I try 5 to 6 times then, its will connect to same port 19000 at once, otherwise it returns the error. I don’t know how to fix. Because am not able to debug or run my projects. so please help us
