Please Help! npm start error

I have been trying for days to figure out what I am doing wrong. This is my first project using CRNA and I have not not been able to get is running yet. I get an error when it attempts to opent the dev tools in the browser. I have updated everything to the latest versions. npm node exo-cli CRNA all of it. below is the link to my SO question

Try running EXPO_DEBUG=true expo start

i get the same error… Error: spawn cmd ENOENT
