Metro server isn't running and insufficient permissions to save changes to app.js

I can see the app running on an iphone but there’s a message there that metro server isn’t running and an insufficient permissions error when I try to save app.js. Also, when I publish the “publishing” message never finishes.
This is on a work domain joined laptop so not sure if that interferes with the connection.
Expo CLI 4.10.0 environment info:
System:
OS: Windows 10 10.0.19043
Binaries:
Node: 14.17.5 - C:\Program Files\nodejs\node.EXE
npm: 6.14.14 - C:\Program Files\nodejs\npm.CMD
Expo Workflow: bare

Tried tunnel mode and got this:

If you are sure the module exists, try these steps:

  1. Clear watchman watches: watchman watch-del-all
  2. Delete node_modules and run yarn install
  3. Reset Metro’s cache: yarn start --reset-cache
  4. Remove the cache: rm -rf /tmp/metro-*
