I see the API has language option. However, the phone has multiple voices available for the same language. (e.g. https://github.com/ak1394/react-native-tts has this support and works on android/IOS). does the expo API have an option to list available voices and pick one?

AFAIK our Speech API does not expose the list of available voices unfortunately. I would recommend going on our canny page and opening a feature request: Feature Requests | Expo
EDIT: I guess Jason already did this for you after seeing your github post: Expo.Speech: Select voice style | Voters | Expo so disregard my recommendation above!
