expo-background-fetch not running task

Please provide the following:

  1. SDK Version: 38.0.8
  2. Platforms(Android/iOS/web/all): IOS 13

Please help expo.backgroud-fetch is not running on background, only register the task, but not running. I tested on expo client, my iphone X and ios emulator
