Confused by use of layout.ts in tabbed TypeScript example

Hi, Trying to learn this stuff and stumped by the layout.ts file included in the project created by expo init for a '“tabbed” application with TypeScript.

The file does not seem to be included at any time. Trying to wrap my head around making a responsive app that actually responds to changes in orientation and this isn’t helping. Am I missing some convention thing or am I correct this file is superfluous?

Any chance someone has a good resource (tutorial) on best practices when it comes to making things responsive to orientation changes?
